I forward herewith tentative Estimates for Public Works Recurrent and Extraordinary for the next five years namely 1926 to 1930 inclusive as far as can be foreseen at present under the various items of the Supply Bill.

A Statement shewing the total expenditure for the last five years is also submitted showing a continued increase in expenditure, the total for 1924 being approximately $9,000,000 not including Compensations and Resumptions.

The item for Compensations and Resumptions must continue to remain at a high figure until the developments under the Town Planning Scheme are nearing completion, but this item can hardly be described as a Public Work in all cases, and it is submitted for consideration that it might be provided for in future under Miscellaneous Services rather than under

Public Works Extraordinary.

Another item of expenditure over which there can be no control is Special Expenditure resulting from Typhoon and Rainstorm Damage and this item is often much exceeded.

In the tentative Estimates herewith submitted for the

next five years no provision is made in regard to Military Lands. Large expenditure in this connection will be required should the Military commence the work of reprovisioning.

It is also impossible to forecast the expenditure contingent upon the Harbour Development, but this should come within the scope of the Port Development Department.

As shown by the statement of the total Expenditure for the previous five years a steady increase has been maintained, and though a further increase is estimated for in 1926 on account of existing commitments it is not anticipated that during the following years this increase in expenditure
